Ladbrokes again denied Finnish licence - Sunday 27th of November 2005
The Finnish government on Thursday rejected an operating licence application by gambling firm Ladbrokes - for the second time.
The government bases its decision on the Lotteries Act, which states that only one entity at a time may hold a licence the three categories: lottery and betting, horse racing and slot machines and casinos.
The licences are currently held by Veikkaus, Fintoto and Finlands Slot Machine Association, all state-owned enterprises. The licences expire at the end of next year.
Ladbrokes feels the exclusive right clause flies in the face of EU competition rules, an argument the Finnish government rejects.
Ladbrokes is part of the Hilton group.
